Legislative Funds Controversy Sparks Political Fallout
A Quebec legislator has publicly disclosed the circumstances surrounding her dismissal of a senior staff member, an action that precipitated her removal from the Liberal caucus last year. In recently filed court documents, Marwah Rizqy alleges former chief of staff Geneviève Hinse attempted to bypass National Assembly regulations by directing parliamentary funds toward partisan activities.
Ethical Violations Alleged
The statement of defense claims Hinse and former Liberal leader Pablo Rodriguez sought to employ legislative resources for political purposes despite repeated warnings. Records indicate particular concern regarding a October meeting where staffing plans were discussed that would allegedly support Rodriguez’s political work while he lacked elected status.
Evidence presented includes an email where Hinse reportedly proposed documenting false job descriptions for parliamentary employees who would actually work on partisan matters. “The rules clearly require such positions to be funded through party resources, not legislative allocations,” Rizqy asserted in her filing.
Legal Action and Leadership Turmoil
Hinse filed a $500,000 wrongful dismissal lawsuit following her termination on November 17. This development triggered a chain reaction that saw Rizqy expelled from the Liberal caucus and ultimately contributed to Rodriguez’s resignation as party leader in December – just six months after assuming the position.
Rodriguez had previously appointed Rizqy as parliamentary leader upon taking office, while bringing Hinse – a longtime federal-level collaborator – into the provincial role. Neither party’s claims have undergone judicial review at this time.
Ongoing Political Repercussions
Recent statements confirm Rizqy will return to the National Assembly as an independent member when sessions resume. The controversy has had personal consequences for those involved, with multiple sources acknowledging the psychological toll of the protracted political crisis.
Ethics experts emphasize that strict separation between legislative operations and partisan activities remains fundamental to maintaining public trust in democratic institutions. No additional comments were available from involved parties as legal proceedings continue.
