Municipal Campaign Image Sparks Controversy

A public awareness poster has been withdrawn by Gatineau officials following criticisms that its imagery reinforced harmful stereotypes about Black individuals. The controversial image depicted a Black woman wearing a reptilian mask in an aggressive posture toward a white male city employee.

Context of the Awareness Campaign

The visual formed part of a municipal initiative launched in September addressing workplace incivility. Multiple posters featured masked individuals confronting city staff, all bearing the message: “With our employees, there’s no reason to be rude. In Gatineau, we respect each other.”

Public Reaction and Criticism

Papa Ladjiké Diouf, a mental health professional and clinical services director, encountered the poster at a local library with his young son. “He spontaneously asked why a Black woman was portrayed in a dinosaur mask attacking a white man,” Diouf shared publicly. “This perpetuates dangerous stereotypes about Black people being inherently violent and Black women as uncontrollably angry.”

The poster stood out as the only depiction featuring a Black individual as the aggressor, while all other versions showed white civilians confronting diverse city employees. Community advocates including César Ndema-Moussa of Roots and Culture Canada and Charles Makaza from the Black Community Council of Gatineau echoed concerns about racial insensitivity.

Municipal Response and Action

City representatives acknowledged the poster’s potential for misinterpretation despite stating no discriminatory intent existed. “While the image wasn’t designed to convey bias, we recognize it could be interpreted contrary to our values of inclusion,” officials stated in an official communication.

The administration confirmed immediate removal of the controversial material, emphasizing their commitment to “responsibility and consistency in preventing negative perceptions.” The civility campaign, developed in partnership with transit authorities, aims to address increasing reports of hostile interactions with municipal staff in recent years.
