Freeview’s Future Uncertain: Is Broadband Reliability Enough?

The future of Freeview, a staple of UK television broadcasting since 2002, hangs in the balance. With its current operating license guaranteed only until 2034, a decision regarding its long-term viability is still pending from the government.

The Rise of Streaming and the Threat to Traditional Broadcasting

The primary challenger to Freeview and other terrestrial television services is the burgeoning world of streaming. An increasing number of households are abandoning traditional aerials and satellite dishes in favor of broadband-dependent platforms like Freely and Sky Stream. Recent analysis from Everyone TV, the entity behind both Freely and Freeview, in collaboration with independent researchers 3 Reasons, projects that Freely could be present in 10.5 million UK homes by 2034. Conversely, Freeview’s user base is anticipated to shrink to below one million during the same timeframe.

Broadband-based television viewing offers distinct advantages, including straightforward self-installation and continuous feature updates. This technological shift clearly indicates that streaming is the future of television consumption.

A Personal Experience Highlights Broadband Vulnerabilities

However, a recent personal experience has underscored significant potential drawbacks to an exclusively broadband-reliant viewing model. Over the past few weeks, my normally dependable broadband service has encountered intermittent outages. A recent disruption left my entire street without internet access for over two hours. This not only impacted general web browsing and email communication but also rendered television viewing impossible. My current setup is entirely dependent on broadband; there is no aerial installed on my property. Consequently, any internet connectivity loss directly translates to a complete cessation of television access.

While fortunate that no critical programming was missed during this particular outage, the scenario raises concerns about what might occur during major events like the World Cup Final or the conclusion of a popular television series. Some internet service providers do offer 4G or 5G backup solutions for fixed-line broadband failures, but this is not a universal offering across the industry.

Ensuring Connectivity for All and Future-Proofing Television

Until the UK’s connectivity infrastructure is robust enough to consistently support widespread streaming demands, alternative methods for accessing content must remain available. Furthermore, certain rural areas continue to struggle with adequate broadband speeds necessary for seamless streaming. Projections indicate that approximately 220,000 households will still be without broadband access in 2034. While a relatively small number, these individuals should not be overlooked.

Speaking on the transition to streaming and the challenges facing the industry, analyst Paolo Pescatore observed, “Everyone TV, the group behind Freely, is fighting to stay relevant as viewers continue to shift toward Netflix, YouTube, Prime Video and other streaming platforms. The direction of travel is clear: TV is becoming IP-led. But Everyone TV has too often looked one step behind, playing catch-up in a market already moving at pace. Freely needs to be everywhere, otherwise it risks being nowhere.”

Pescatore continued, “The connectivity piece is also moving at pace. Openreach, Virgin Media O2 and a long list of altnets are collectively rolling out fibre at fury, ensuring more parts of the UK are being connected. According to Ofcom’s Spring 2026 update, gigabit-capable broadband is now available to 89% of UK homes, covering 27.1 million households, while full-fibre continues to rise rapidly across the country.”

The Importance of Infrastructure and Redundancy

The move towards streaming and a potential future “Big TV Switch-Off” cannot proceed without a corresponding infrastructure upgrade. The widespread deployment of fiber optic networks, 5G technology, fixed wireless access, and satellite services is crucial to provide diverse connectivity options, bridging the digital divide in rural, hard-to-reach, and underserved regions.

As more essential services transition to IP-based delivery, providers must prioritize enhanced redundancy measures to mitigate the impact of power outages and broadband failures. Routers should increasingly incorporate backup connectivity features, such as mobile failover, to ensure continuous access for households when primary fixed broadband connections are disrupted.

The United Kingdom is progressing towards a more connected, IP-centric future. The current challenge extends beyond infrastructure deployment to encompass user adoption, affordability, in-home Wi-Fi quality, device accessibility, and ensuring no segment of the population is left behind.

Further announcements regarding the potential Freeview transition are anticipated soon. The hope is that the service will not be discontinued prematurely, leaving millions without television access in the event of broadband disruptions.
