Glasgow city councillors are raising significant concerns about the impact of major events on local police presence, prompting calls for a comprehensive review of police funding and resource allocation. The core issue revolves around officers being diverted from neighbourhood patrols to manage large-scale events, leading to worries about reduced visibility and accessibility of law enforcement within communities.

Diverting Resources for Major Events

A motion passed by Glasgow City Council highlights that officers are frequently redeployed from routine duties and neighbourhood policing to cover significant events. This shift in focus means that areas across the city can experience diminished police coverage, particularly at times when residents expect a visible and accessible local police presence. Councillor Kevin Lalley, who put forward the motion, stated that communities are feeling “worried, frightened and apprehensive about a possible lack of police presence in their neighbourhoods.”

The council’s resolution calls for engagement with the Scottish Government, Police Scotland, and COSLA (Convention of Scottish Local Authorities) to discuss whether current funding and resource distribution adequately address the demands placed upon policing in cities like Glasgow. These demands are amplified by the recurring need to staff major national and international events.

Beyond Traditional Policing: New Demands on Officers

Councillor Lalley elaborated on the multifaceted pressures facing police officers. He pointed out that officers are often required to spend considerable time in hospitals, attending to prisoners. This duty, he argued, pulls officers away from their primary role of street-level policing. “Highly trained officers are forced to act as hospital security guards or social workers for hours on end,” he observed.

Furthermore, recent figures cited by Councillor Lalley indicate a substantial portion of police call-outs, nearly 80 percent, do not involve criminal activity. These calls frequently pertain to public safety, well-being checks, and mental health crises. Statistics reveal that police are responding to approximately 700 mental health-related incidents daily. This suggests a significant shift in the nature of police work, moving beyond traditional law enforcement into social care and public health support.

Economic Importance vs. Local Impact

The council’s motion acknowledges the vital role major events play in Glasgow’s economy, cultural landscape, and national standing. Ensuring public safety at these events is recognized as paramount. However, the resolution also stresses that the current level of police resourcing does not sufficiently account for the cumulative and disproportionate strain placed on policing in cities that regularly host numerous large-scale events.

“Local businesses and residents look for a visible police presence in their high street; the resources simply aren’t there,” Councillor Lalley remarked. He described the situation as police officers being “under immense pressure” and “stretched to breaking point by systemic inefficiencies that have nothing to do with traditional policing.” This redirection of resources, he explained, leads to citizen concerns about a lack of visibility and questions about why local communities should bear the brunt of these resource shifts.

Calls for a Detailed Impact Report

In addition to seeking discussions on funding, the council has requested a report. This report is intended to outline the specific impact that major events have on the capacity for neighbourhood policing within the city. Understanding these effects is seen as crucial for developing effective solutions.

Officers Praised Amidst Challenges

Despite the systemic pressures, Councillor Lalley was keen to commend the dedication and effectiveness of the officers he works with. He described their work as “incredible” and the support he receives from them as “truly remarkable.” However, he cautioned against the unsustainable practice of expecting officers to achieve more with fewer resources. “We can’t continue to ask them to do more with less,” he stated.

The motion, which was agreed upon following amendments from the Green and SNP parties, signifies a unified concern among councillors regarding the balance between supporting major city events and maintaining essential local policing services. The outcome is a formal request to engage with national bodies to explore solutions that ensure both the success of major events and the safety and security of Glasgow’s neighbourhoods.
