An Australian yoga instructor has been deported from Bali and subsequently banned from re-entering Indonesia following an investigation into an unauthorized retreat. Peter Radcliffe, 55, from Perth, was arrested and removed from the country after authorities determined he had violated immigration laws by conducting a retreat using a visa not permitted for such activities.

Illegal Retreat Leads to Deportation

Mr. Radcliffe had organized a seven-day event titled ‘Inner Growth’ at the luxurious Villa Boreh in the Buleleng region of North Bali. The retreat, scheduled from July 27 to August 2, was advertised as a program to help participants achieve a more fulfilling life and lasting tranquility, with Mr. Radcliffe listed as a meditation instructor.

However, Balinese immigration officials apprehended Mr. Radcliffe, stating that he had entered Indonesia on a Visa on Arrival (VOA). This type of visa is strictly intended for tourism and does not permit individuals to engage in work or business activities. Immigration authorities deemed the retreat an illegal operation because it was conducted under a visa that did not allow for such professional engagement.

The VOA held by Mr. Radcliffe was reportedly valid until August 24, extending beyond the planned end date of the retreat. Despite this, the nature of the activity—organizing and instructing a paid retreat—was deemed a violation of the visa’s terms.

Immigration’s Stance on Compliance

Following the incident, immigration services in Bali issued a stern reminder that all foreign nationals must adhere to the country’s laws and regulations. Anak Agung Gde Kusuma Putra, Head of the Singaraja Immigration Office, emphasized a zero-tolerance policy towards foreigners who breach immigration statutes. “Every foreign national is required to use a visa and stay permit that correspond to the purpose of their visit,” Putra stated. “Any violation will be dealt with in accordance with the applicable laws and regulations.”

This case highlights the Indonesian immigration authorities’ commitment to enforcing immigration law rigorously. The Director General of Immigration has reportedly directed all offices to implement the law firmly and without compromise. While Indonesia welcomes legitimate foreign tourists and investors, the message is clear: those who disregard the law must either comply with regulations or depart the country.

Peter Radcliffe’s Background and Business

On his website, Mr. Radcliffe identifies himself as a life coach and meditation teacher. He describes himself as a former monk and is presented as the ‘father and founder’ of Skillful MIND, the organization behind the retreats. His professional background includes extensive travel and experience in various forms of meditation.

A statement attributed to Mr. Radcliffe on the event webpage explained his philosophy: “For a long time now I’ve taught some people the art of stillness through meditation and others the art of mind mastery. But for me, the most transforming effect is when you are able to combine these two art forms; to be effective in what you do and operate from a state of enjoyment in the present moment.”

The ‘7 Day Inner Growth’ retreat was specifically designed to offer participants a blend of stillness and mental discipline, aiming for effectiveness and present-moment enjoyment in their lives. The chosen venue, Villa Boreh in Buleleng, is known for its luxurious setting, providing an environment conducive to such personal development programs.

Consequences and Future Implications

As a result of his arrest and the determination of illegal activity, Mr. Radcliffe was deported from Bali back to Perth, Australia. Furthermore, he has been issued a ban, preventing him from returning to Indonesia in the future. This action serves as a significant consequence for violating the terms of his entry visa.

The incident underscores the importance for all foreign visitors to Indonesia to ensure their visa status aligns precisely with their intended activities. Whether for tourism, business, or other purposes, using the correct visa and permit is crucial to avoid legal repercussions, including deportation and entry bans. Indonesian immigration authorities continue to monitor and enforce regulations to maintain the integrity of their immigration system.

The Department of Foreign Affairs and Trade in Australia has been made aware of the situation, though specific details regarding consular assistance were not immediately available. The case serves as a cautionary tale for individuals planning to conduct professional activities or organize events in Indonesia, emphasizing the need for thorough research and compliance with all immigration laws.
