Miami International Airport was not equipped with a specialized safety system designed to stop aircraft that overrun runways, the Federal Aviation Administration (FAA) confirmed following a tragic crash involving an Amazon cargo plane. The incident, which occurred on a Sunday afternoon, resulted in the deaths of five individuals.

The aircraft, a Boeing 767 operated by 21 Air, veered off the runway during its landing, subsequently colliding with several vehicles and erupting in flames. Federal investigators have since identified that the airport lacked the Engineered Materials Arresting System (EMAS), a safety feature installed at over 120 airports across the United States.

Understanding the Engineered Materials Arresting System (EMAS)

The EMAS is a crucial safety technology designed to mitigate the risks associated with runway overruns. It consists of beds of lightweight, crushable materials strategically placed at the end of runways. Should an aircraft overshoot the tarmac, these materials are engineered to safely decelerate the plane, preventing it from continuing beyond the runway’s end. The FAA has consistently recommended the adoption of this system for years, citing its effectiveness in preventing numerous accidents and saving lives.

According to FAA data, EMAS has been instrumental in saving at least 497 lives in incidents where planes have overrun runways. While the system is not a mandatory requirement, airports can implement other FAA-approved methods to enhance runway safety. Miami International Airport, despite its high volume of air traffic, had not installed EMAS on its runways.

The Fatal Incident at Miami International Airport

The ill-fated flight, arriving from San Juan, Puerto Rico, overran Runway 30 around 2 p.m. on a Sunday. The Boeing 767, traveling at approximately 129 mph as it exited the usable runway, crashed into a road used by surrounding businesses and warehouse workers. The impact caused the plane to erupt in flames, and the crash trapped the pilot and co-pilot in the cockpit, along with some occupants of the vehicles on the ground.

Emergency responders, including Miami-Dade Fire Rescue, worked diligently to extricate individuals from the wreckage. Reports indicated that five people lost their lives, three sustained critical injuries, and two others were hospitalized with less severe injuries. It remains unclear if the pilots were among the fatalities.

Data from flight tracking services indicated the aircraft touched down at a speed of about 167 knots (approximately 192 mph) and departed the runway at over 120 mph. Miami’s Automated Surface Observation System also reported tailwinds of 20 to 30 knots amidst stormy conditions, including thunder.

Investigating the Cause

The National Transportation Safety Board (NTSB) dispatched a team, led by Chairwoman Jennifer Homendy, to investigate the crash. Investigators are examining a multitude of factors that could have contributed to the incident. These include the exact touchdown point on the runway, the decision-making process of the pilots regarding a potential go-around, the aircraft’s speed, braking performance, and the prevailing weather and wind conditions.

The mechanical condition of the aircraft is also under scrutiny. Mary Schiavo, a former Inspector General of the Department of Transportation and a pilot, noted that the maintenance history of the 32-year-old Boeing 767, which had a prior history of international ownership including by a Russian company, would be closely examined.

The flight had been operated by 21 Air, a cargo carrier based in North Carolina. The Boeing 767, originally built for passenger service, was converted to a cargo plane in 2015.

EMAS in Use and Its Effectiveness

Despite not being installed at Miami International Airport, EMAS is operational at several airports in Florida. Michael Meyers, manager of the FAA’s Airport Engineering Division, highlighted in February that six airports in the state utilize the system. He explained that EMAS is designed to decelerate aircraft at a steady pace, minimizing stress on the landing gear.

“EMAS does have a perfect record of saving all lives in every single incident that has occurred involving EMAS,” Meyers stated, emphasizing its particular utility in busy airspace like South Florida’s. The system is designed for aircraft weighing over 12,500 pounds.

Trip Thomas, a spokesperson for Runway Safe, likened the system’s function to driving a vehicle from a parking lot onto a sandy beach. “So you ride your bike on the parking lot, it’s really easy to go, and then you ride straight and even right into the sand, all sudden it becomes very difficult. There’s a lot of drag on the wheels and that’s exactly, essentially what’s happening here,” he explained.

The effectiveness of EMAS was demonstrated last year when a small plane overran a runway at Boca Raton Airport in Florida. The EMAS successfully stopped the aircraft, preventing it from reaching a nearby busy roadway.

Impact on Airport Operations and Future Considerations

The crash significantly disrupted operations at Miami International Airport, leading to the cancellation of approximately 160 flights and delays for nearly 325 others on the day of the incident, according to FlightAware. Emergency crews worked for hours to extinguish the fire, which originated in the complex engine compartment, and manage a fuel leak.

Amazon expressed its condolences, stating, “We’re heartbroken to learn that five people lost their lives in today’s incident at Miami International Airport. Our deepest sympathies go out to the families, loved ones, and all those affected by this devastating loss.” The company pledged full cooperation with the investigation.

The incident also brought to mind a previous fatal cargo plane crash at Louisville’s Muhammad Ali International Airport, where a UPS plane overran the runway, killing three pilots and 12 people on the ground. As the NTSB continues its investigation, the absence of EMAS at Miami International Airport will likely remain a key point of discussion regarding runway safety protocols.
