UK mobile users have four primary networks to choose from for reliable calling and data: EE, O2, Three, and Vodafone. Even smaller providers rely on these infrastructures. The most recent RootMetrics State of the Mobile Union Report, based on data from July to December 2025, declares EE the top performer nationwide.

EE Excels Across All Categories

EE secured first place or tied for first in every one of the eight nationwide test categories, including overall performance, reliability, responsiveness, speed, data, calls, video, and text messaging (sharing text honors with Three and O2). Over 600,000 connection tests were conducted across peak and off-peak times, urban and rural areas, indoors and outdoors, while stationary and in motion, covering all UK nations.

“EE remained the leader in 2H 2025, winning or sharing every UK-wide RootScore during testing,” stated Luke Kehoe, analyst at Ookla. “In fact, EE has won our UK Overall RootScore Award outright in every test period since 2H 2013, earning recognition as the UK’s best network for over 12 years and counting. EE also posted the fastest UK-wide aggregate median download speed at 114.1 Mbps, more than double the next-fastest result (Three’s 53.8 Mbps).”

Technical Edge in Spectrum and 5G

EE’s lead stems from an aggressive focus on spectrum maximisation, optimizing frequencies for cellular signals. The network excels at balancing capacity—handling multiple devices per mast—with consistent coverage. Despite lacking the largest contiguous 5G spectrum blocks, EE delivers the highest median 5G download speeds and top reliability, leveraging its strong 4G foundation for seamless 5G rollout.

Competitive Field

Three earned a solid second place in most categories, achieving average download speeds of 53.8 Mbps, surpassing O2 and Vodafone but trailing EE significantly. O2 advanced notably, boosting urban speeds and nationwide reliability to claim second overall, up from fourth in the prior half-year test. Vodafone holds strong in select regions despite fewer awards.

Choosing the Right Network

While EE leads benchmarks, individual results vary by location. Prospective switchers should use online coverage checkers from each provider. Comparing deals, including MVNOs like Giffgaff or Tesco Mobile that piggyback on major networks, can yield cost savings, especially for those with owned devices opting for flexible monthly plans.
