South Sudan has reported no cases. However, the DRC continues to grapple with a severe outbreak, which has resulted in 2,786 deaths among 5,794 confirmed infections. Carolyn Nicol, a Canadian citizen, expressed her frustration after the initial border closure prevented her husband, a resident of Kampala, Uganda, from joining her in Canada. As of August 12, immigration officials reported that 31,693 permanent residency applications and 10,465 temporary residency applications from overseas were on hold. Additionally, the documents of individuals who had already been granted residency but were outside of Canada were suspended, affecting 1,534 permanent residents and 23,415 temporary residents abroad.
Nicol recounted the distress of being separated from her husband, whose spousal sponsorship and visitor visa applications remain pending. She questioned the rationale behind allowing Canadian citizens to return and quarantine while barring foreign nationals entirely. “Show me the science that says a Canadian can go to Canada and quarantine, but a Ugandan can’t come at all. Like, show me the science, where does that make any sense?” Nicol stated, perceiving the policy as discriminatory.

Roojin Habibi, a global health law researcher at the University of Ottawa and York University, has questioned the differential treatment of individuals based on their last place of residence, particularly when compared to the quarantine options available to Canadian citizens. Habibi argued that the public health justification for such distinctions appears weak.
In response to such criticisms, a spokesperson for the Public Health Agency of Canada, Mark Johnson, reiterated the importance of vigilance due to the disease’s severity and the potential consequences of delayed detection. Nakate Flavia Priscilla, a 26-year-old Ugandan dance troupe leader, shared her disappointment after her group was forced to cancel performances in Canada, which were intended to raise funds for schools in East Africa. These performances were part of events related to the FIFA World Cup and smaller showcases. The inability to travel has left many students who returned to their villages for the summer disheartened, with Priscilla expressing a collective hope for a return to normalcy.
