The Isles of Scilly have been identified as the friendliest place in England, according to a comprehensive study that assessed community life and social cohesion across the nation. The research, conducted by The National Conversation initiative, ranked all 296 local authority areas in England, utilizing data from the government’s Community Life Survey.

Understanding Community Cohesion in England

The National Conversation, a UK-wide project spearheaded by the Independent Commission on Community and Cohesion, aimed to map the landscape of social division and connection within Britain. The study’s methodology involved analyzing various metrics from the Community Life Survey. These included the frequency with which residents interact with their neighbours, their personal feelings of loneliness, a sense of belonging to their local area, levels of local pride, and engagement in civic activities.

Top-Ranking Areas for Friendliness

The Isles of Scilly, an archipelago situated approximately 28 miles off the coast of Cornwall with a population of around 2,300, achieved an exceptional score of 99 out of 100. This near-perfect rating reflects a strong sense of community. The survey data indicated that 86.5 per cent of Scilly residents expressed pride in their home, while a mere 3 per cent reported experiencing frequent or constant loneliness. Furthermore, nearly 90 per cent of inhabitants stated they converse with their neighbours at least once a month.

Following closely behind the Isles of Scilly in the rankings were several other areas noted for their strong community spirit:

  • South Hams in South Devon
  • West Devon
  • Derbyshire Dales
  • Richmond upon Thames

Areas Facing Challenges in Community Connection

Conversely, the study highlighted Barking and Dagenham as the area in England experiencing the most significant challenges with community connection. In this borough, 10.1 per cent of residents reported feeling lonely often. This figure contrasts sharply with the national average and indicates a notable level of social isolation.

The survey also revealed lower levels of local pride in Barking and Dagenham, with only 42.8 per cent of residents expressing pride in their area, compared to the national average of 59.7 per cent. The remaining areas identified at the bottom of the community cohesion rankings were Stoke-on-Trent, Ashfield, Mansfield, and Ipswich.

The National Conversation’s Mission

The National Conversation initiative is co-chaired by prominent figures from across the political spectrum, including former Conservative Home Secretary Sajid Javid and former Labour Policy Coordinator Jon Cruddas. Their objective is to foster a deeper understanding of the current state of social connection and cohesion in the UK. This understanding is intended to inform the development of strategies and a shared vision for how people can coexist harmoniously and thrive together.

In its inaugural report, published the previous year, the commission sounded an alarm, suggesting that ‘communal life in Britain is under threat.’ The report cited several contributing factors, including the deterioration of infrastructure and community institutions, a decline in public trust towards these entities, widening inequality, and a perceived neglect by policymakers. It also pointed to contemporary issues such as the management of immigration, the economic pressures of the cost of living crisis, and the influence of social media in fostering extremism as drivers of increasing social disconnection.

The commission issued a stark warning, stating that the findings indicate the UK is ‘sitting on a tinderbox of disconnection and division.’ Jon Cruddas, who formerly served as the Member of Parliament for Dagenham, expressed surprise at his former constituency’s low ranking. He acknowledged that official government statistics might not always capture the full essence of what makes a community thrive, particularly in areas like his old town. However, he emphasized that the initiative’s purpose is precisely to stimulate dialogue and gather diverse perspectives, underscoring the importance of residents’ views in understanding their own areas.

The study by The National Conversation offers a detailed snapshot of community life across England, highlighting both areas of exceptional social cohesion and those facing significant challenges. The findings underscore the complex factors influencing social connection, from local interactions to broader societal and economic pressures. By identifying these trends, the initiative aims to spark meaningful conversations and encourage collective efforts towards building stronger, more connected communities throughout the nation.
