Glasgow’s city centre is set to reinstate 24-hour operation of its CCTV monitoring system by the end of September, reversing a decision made last year due to budget constraints. The move aims to address concerns raised by law enforcement, unions, and residents regarding public safety and crime investigation capabilities.

Background: Budget Cuts and Service Reduction

In 2023, Glasgow City Council faced a significant budget shortfall, estimated at nearly £50 million. To manage this financial pressure, the council made the difficult decision to reduce the number of staff responsible for monitoring the city’s CCTV cameras. This resulted in the cameras being unmanned for 12 hours each day, although recording of footage continued around the clock. The reduction in active monitoring hours drew criticism from various stakeholders, including Police Scotland, trade unions representing the affected staff, and individuals living and working in the city centre.

Reversal of Cuts and Recruitment Process

Following a review of the council’s financial situation, funding was allocated in February to reverse the CCTV staffing cuts. However, the process of bringing the system back to full 24-hour operation has faced scrutiny due to perceived delays. At a recent council meeting, Bailie Ann Jenkins, representing the Labour party, questioned the timeline for recruiting new staff to enable continuous monitoring. She highlighted that gaps in CCTV coverage are particularly worrying given the rise in anti-social behaviour within the city centre.

Councillor Laura Doherty, who convenes the council’s neighbourhood services and assets committee, explained the steps involved in the recruitment and reinstatement process. She stated that consultation with existing staff and trade unions regarding changes to shift patterns was a necessary precursor to launching the recruitment drive. These revised shift patterns have now been agreed upon.

Recruitment Timeline and Training

The job advertisements for the new CCTV operator positions are currently live and will close for applications on July 5. Councillor Doherty outlined the subsequent stages: once candidates receive conditional job offers, they must successfully complete mandatory training provided by the Security Industry Authority (SIA) for CCTV operators. Additionally, all new personnel must pass security vetting procedures, which are necessary for non-police staff working with sensitive information.

Given these procedural requirements, Councillor Doherty anticipates that the full recruitment drive and the implementation of the updated shift patterns will be completed and operational by the end of September. She emphasized that approving the necessary funding in February and aiming for staff to be actively monitoring by September represents a “pretty quick turnaround” considering the comprehensive nature of the recruitment and training process.

Impact on Crime Investigations

The temporary reduction in manned CCTV hours had a tangible impact on the effectiveness of law enforcement efforts. In November of the previous year, Chief Superintendent Emma Croft, who served as the divisional commander for Greater Glasgow at the time, addressed the Safe Glasgow partnership. She reported that the reduced monitoring was “hampering” police investigations and limiting the force’s ability to identify individuals involved in incidents.

At that time, the CCTV system was actively manned only between 3 pm and 3 am. The lack of round-the-clock oversight meant that crucial hours for potential evidence gathering and suspect identification were missed, creating challenges for the police in their day-to-day operations and longer-term investigations.

Commitment to Public Safety

The decision to reinstate 24-hour CCTV operation was formally acknowledged in February by Councillor Ricky Bell, the city treasurer and a representative of the SNP. He stated that the council would be “reinstating 24-hour CCTV in recognition of changing crime patterns.” This statement underscores a commitment to adapting public safety measures in response to evolving criminal activities and ensuring that the city’s surveillance infrastructure adequately supports the needs of both the community and the police.
