A vital youth centre in Morwell, Victoria, that provides a crucial safety net for vulnerable children and tackles youth crime, is once again facing the threat of closure. Gippsland Youth Spaces, which has served as a second home for marginalized young people in the Latrobe Valley, offers essential services including free meals, laundry facilities, recreational activities, and pathways to education and employment. Without sustained funding, the organisation warns that at-risk youth will be left without support, potentially leading to increased anti-social behaviour, suicide, and other harmful activities.
A Lifeline for Latrobe Valley Youth
Established by the Labor government in 2021, Gippsland Youth Spaces was designed to offer a comprehensive suite of programs aimed at engaging young people and steering them away from crime and disengagement. However, board member Jewel Burchell-Robins stated that the centre has had to rely on year-to-year funding appeals to remain operational. She emphasized the critical role the centre plays, describing it as a “massive safety net” for many young people in the region who have “nowhere else to turn.”
The Latrobe Valley, a region identified as one of Australia’s most disadvantaged, grapples with significant challenges. Last year, individuals between the ages of 12 and 29 were implicated in nearly 2,500 incidents of youth crime and anti-social behaviour. The youth unemployment rate in the area stands at 10.2 percent, further compounding the difficulties faced by young residents.
Impact of Funding Shortfalls
Jewel Burchell-Robins has witnessed firsthand the detrimental effects of funding instability. “Having to cut back to the bare necessities and barely scraping by with such a shoestring budget has been a little bit heartbreaking, to say the least,” she commented. The reduction in services means that the centre can no longer offer the full range of programs it once did, impacting its ability to fully support the young people who depend on it.
Originally operating across three locations – Morwell, Wellington Shire, and East Gippsland – Gippsland Youth Spaces has been forced to consolidate its operations to just the Morwell site. The organisation has been subsisting on grants and donations from local businesses for several years, as consistent government funding has dwindled. While local businesses like Morwell car dealership owner Ray Massaro have provided crucial financial support, they stress the need for greater state government commitment.
Ray Massaro, who has supported the youth organisation for years, noted the positive impact of the centre on the young people. “They’re not [in] gangs; these are kids that are bonding. You can see it. They’re bonding and teaching and learning off one another… they’ve found their little tribe,” he observed, highlighting the sense of community and belonging fostered at the hub.
A Dire Financial Situation
Executive Officer of Youth Spaces, Trevor Carstein, described the organisation’s financial situation as “dire,” warning that its days are numbered without immediate funding. “It’s dire because there’s 2,300 young people currently signed up. That means we put those very vulnerable youth back out into nothing,” he stated. He explained that while external partnerships and networks are valuable, they are “not life-saving” in the absence of core operational funding.
To mitigate financial pressures, the organisation has already taken drastic measures, including selling its fleet of buses that were used for transporting young people to activities. External programs such as camps and excursions have been cancelled indefinitely. Even an annual trip to Parliament House, designed to teach young people leadership and advocacy skills, has been put on hold.
The Funding Gap and Future Outlook
Mr. Carstein estimates that the centre requires approximately $500,000 annually to operate a single centre with adequate staffing levels and quality programming. “This is a necessity for the Latrobe Valley,” he asserted, underscoring the essential nature of the service for the region’s youth.
A spokesperson for the state government acknowledged that over $9 million has been allocated to Gippsland Youth Spaces since its inception. The government’s stated intention was for this investment to help the organisation develop a sustainable funding model, enabling it to operate independently of government support beyond the initial establishment phase. The spokesperson added that the government is “continue[ing] to work with Gippsland Youth Space to identify further opportunities for a viable operating pathway for 2027 and beyond,” indicating ongoing dialogue but no immediate funding guarantee.
