Queensland police are actively investigating an alleged sexual assault of a teenage girl within a residential care facility west of Brisbane. The incident, reported to authorities on August 21, has been described as “heinous” by the state’s Child Safety Minister, Amanda Camm. The investigation comes as the Queensland government introduces new legislation aimed at bolstering the protection of children and vulnerable individuals.

Police Investigation Underway

Acting Deputy Commissioner Rhys Wildman of the Queensland Police Service confirmed that the alleged assault occurred at a residential facility last week. “I can tell you that that matter is under investigation, it is being taken extremely seriously as you would expect, involving a young person — some of our most vulnerable people in our community,” Wildman stated. Police were notified of the incident a day after it allegedly took place.

Ministerial Response and Safeguarding Measures

Child Safety Minister Amanda Camm emphasized the gravity with which the government views such allegations. “Can I say how heinous those allegations are, and particularly allegations around a child in child safety and a child in the residential care system,” Camm remarked. She assured the public that she and her director-general are kept informed of all reports and allegations concerning sexual assault. The minister added that the government would engage with service providers to conduct quality assurance checks, ensuring that adequate safeguards are in place for children in care.

Advocate’s Perspective on Vulnerable Children

Hetty Johnston, a prominent child protection advocate, commented on the incident, noting that while any sexual assault is “heartbreaking,” she was not surprised by the targeting of a vulnerable child. Johnston expressed concern about the limited options available for children requiring care. “The fact that as a community, we’ve got nowhere to go with these children except in a resicare situation is even sadder,” she said, highlighting the system’s reliance on residential care.

Introducing the Queensland Protection Commission

In parallel with the ongoing investigation, the Queensland government is moving forward with establishing a new safeguarding agency. The Queensland Protection Commission (QPC) bill was introduced into parliament, designed to enhance the protection of children and vulnerable persons from abuse. This initiative stems from recommendations made following a review into the case of Ashley Paul Griffith, a convicted child sex offender. A report by the Child Death Review Board identified over 18 missed opportunities to detect or disrupt Griffith’s offending earlier. Griffith was sentenced to life imprisonment in 2024 after pleading guilty to more than 300 child sexual abuse charges.

Role and Powers of the QPC

Attorney-General Deb Frecklington stated that the QPC aims to address the systemic failures highlighted by cases like Griffith’s. “That is what the Queensland Protection Commission is there to fix,” Frecklington asserted. She described the QPC as the state’s inaugural dedicated “safeguarding agency” for children and vulnerable individuals, consolidating functions from various departments including education, health, police, child safety, and youth justice.

The commission is intended to function as an intelligence hub, prioritizing information sharing to identify and act against potential predators. “It will create an intelligence hub where information sharing will be a priority, where we can identify predators and we can take action against those predators,” Frecklington explained. Furthermore, the QPC will oversee increased penalties for individuals who fail to report to the Working with Children Check Scheme. Since October 2024, when the current government took office, 31 blue cards have reportedly been revoked.

Independence and Operational Timeline

The Attorney-General has committed to ensuring the Commissioner of the QPC will operate independently. The new agency is anticipated to commence its operations in February.

The introduction of the QPC and the ongoing police investigation underscore the persistent challenges in protecting vulnerable children within care systems. Advocates and government officials alike acknowledge the need for robust oversight and proactive measures to prevent abuse. The focus on an intelligence-driven approach and enhanced penalties reflects a broader strategy to strengthen existing child protection frameworks in Queensland.

The government’s commitment to reforming child protection services is evident in the legislative push for the QPC. This new agency is expected to provide a centralized and coordinated response to safeguarding concerns, aiming to prevent future tragedies and ensure the well-being of children in residential care and other vulnerable situations. The effectiveness of these measures will be closely watched as the QPC prepares to launch its operations.
