A significant number of residents, exceeding 100 individuals, attended a recent bi-annual council meeting, many voicing their opinions on airport activities. Mayor Teunis Westbroek acknowledged the dual nature of the feedback received. “We heard noise complaints, we heard also from airlines and pilots about restrictions,” Westbroek stated. He expressed a desire for a comprehensive business plan that can effectively address the diverse concerns raised by both residents and aviation stakeholders.

The Qualicum Beach Airport serves multiple functions, including hosting a flight school, a flying club for private aircraft owners, and facilitating a limited number of commercial flights. Todd Provost, representing the Qualicum Woods Residents Association, was present at the council meeting and articulated the frustration many residents feel. “We came here to enjoy the nature and the peace and the charm of Qualicum Beach,” Provost explained, highlighting the impact of frequent, low-flying aircraft. “Constantly we’re having airplanes fly over at different times of day, and repeatedly.” He suggested that implementing restrictions on flight school operating times could offer relief, allowing residents to better enjoy their homes and surroundings.

Provost specifically called for limitations on when the flight school can operate, hoping to restore tranquility to the area. The core of his argument centers on the disruption of the peaceful environment that draws people to Qualicum Beach, suggesting that the current level of aviation activity, particularly low-altitude training flights, detracts from the town’s appeal.

Pilots and Aviation Advocates: Airport as a Community Asset

Conversely, pilots and aviation enthusiasts view the airport as an indispensable community asset. Gordon Dyck, a member of the Qualicum Beach Flying Club and a former gliding instructor, emphasized that existing regulations are in place to mitigate disturbances. He pointed to the town’s “Good Neighbour Program,” which outlines guidelines for flight paths, circuit times, and climb rates, as evidence of efforts to balance operations with community well-being.

Dyck stressed the importance of the airport for fostering the next generation of aviators. “The next generation of pilots grows up at an airport like this,” he said. “And this is a fantastic place to learn to fly.” This perspective underscores the airport’s role in aviation education and training, suggesting that its closure or severe restriction would have significant negative consequences for the pilot community.

Stephen Wilcox, chair of the Canadian Owners and Pilots Association, noted that conflicts between airport operations and nearby residents are not unique to Qualicum Beach. He described such issues as common occurrences in communities experiencing growth. “As we’ve seen growth across the country, around communities, they tend to encroach or start to move closer to the airport and the issue of noise comes up,” Wilcox observed. This phenomenon, often referred to as urban encroachment, places residential areas in closer proximity to established airports, inevitably leading to increased sensitivity to noise.

Wilcox’s comments place the Qualicum Beach situation within a larger national trend, where expanding residential development near airports creates friction. The challenge lies in balancing the needs of a growing population with the operational requirements of essential aviation infrastructure.

Mayor Westbroek indicated that the town is actively pursuing measures to address the noise concerns. The municipality has submitted an application to Nav Canada, the country’s air traffic control provider, seeking to establish more noise-sensitive areas and implement limitations on pilot flight paths. Additionally, discussions are underway with flight school management regarding potential adjustments to circuit training protocols.

“It’s a vital local airport, and we want to make sure that we are fair to everybody,” the mayor affirmed. The town’s approach aims to find a middle ground, acknowledging the airport’s importance while striving to mitigate its impact on local residents. The development of a new business plan is seen as a crucial step in formalizing these efforts and ensuring a sustainable future for the airport that respects the concerns of all stakeholders.
