Scuffle Caught on Video in Richmond Conservation Area
A tense confrontation unfolded in Hill House Drive, Richmond-upon-Thames, where business consultant Robin Christie, 65, physically blocked Julia Stafford, 44, from erecting a security fence around her family’s £850,000 Edwardian home. Video footage captures Ms. Stafford kicking toward Christie as he holds onto metal railings on the site. The railing crashes down, prompting Ms. Stafford to yell at another protesting resident, “That’s what I said would happen if I let go. You stupid woman!” She also mocks Christie, calling him an “old man” at risk of a “heart attack.”
Unauthorized Construction Sparks Neighborhood Backlash
The dispute began on July 5, 2024, when Ms. Stafford and her husband, Samuel Tempest Brooks, 44, a city lawyer, started work despite lacking permission to demolish a boundary wall for a gated entrance. The couple had approval to extend their former waterworks property in the Hampton Village Conservation Area, but not for altering the wall.
Neighbors, including Christie, intervened to protect the quiet cul-de-sac from potential heavy goods vehicle (HGV) traffic linked to a planned subterranean development. Recordings show Ms. Stafford chipping at the wall with a pickaxe, an act witnessed by Richmond-upon-Thames council leader Gareth Roberts on August 13, 2024. Mr. Roberts confirmed in his statement that permission was required and warned of enforcement action.
Court Finds Christie Guilty of Harassment
At Wimbledon Magistrates’ Court, Deputy District Judge Patricia Evans convicted Christie of harassing Ms. Stafford from July 1 to September 28, 2024. He faces up to 26 weeks’ imprisonment, with sentencing scheduled later this month. The judge described Christie’s actions as “arrogant and intimidating,” noting he lost perspective during the fence tussle, where Ms. Stafford sustained hand and leg injuries.
Prosecutor Barto De Lotbiniere labeled the offense “high harm,” suggesting a 12-week starting point. Ms. Stafford testified she felt threatened and violated, accusing Christie of trespassing and inciting abuse. She claimed the ordeal caused PTSD and sleepless nights, adding, “Every day I was verbally abused and it was like living in a cage.” She received a fixed penalty for cutting Christie’s bike lock on the fence.
Christie maintains he acted as a calm spokesperson for residents. “I grew into becoming the spokesperson for the residents. I was the calmest head and sought solutions,” he said. “My reputation is in threads. I am distraught.” A 27-year resident supporting him noted, “It would have changed the whole community. We have children playing outside.” Another resident cited mental health impacts from the “bullying” behavior.
Development Halted, Property Listed for Sale
Despite the conviction, neighbors prevailed: construction stopped, the couple separated, and the property relisted at £999,950. A resident expressed relief but caution: “Until the property is sold and they are gone, none of us can really relax.” A nearby sign warns the road is unsuitable for HGVs, underscoring access concerns.
